Writing on Twitter Mr Zelensky blasted “another kind of Russian terrorist attack” after missiles hit plants, relay stations and waterworks across the country, including in Kyiv.
It came only a day after the Kyiv was hit by the Iranian explosive drones.
Mr Zelensky added that 30 percent of power sites had been destroyed since October 10.
Strikes against power supplies also occurred in Kharkiv, Mykolaiv, Dnipro and Kyiv.
The strikes appear to signal a new tactic from Russia attempting to deprive Ukrainians of water, electricity and heating.
In the last week over a 100 drones have struck power and sewage plants, residential buildings, bridges as well as other targets according to the Ukrainian foreign ministry.
On Monday, five people died in Kyiv when a building across the road from a heating plant was struck by a drone.
Two more were killed during a strike on a power station in western Kyiv.
Kyiv mayor Vitali Klitschko said that “objects of critical infrastructure” were damaged in the capital on Tuesday.
The former boxer added that in eastern Kyiv electricity and water supplies were “partially limited”.
Mr Klitschko implored residents to conserve energy by turning off air conditioners, electric kettles and microwaves.
A Western official said they believed that Russia was “pursuing a deliberate strategy of attempting to destroy Ukraine’s electricity network”.
The official added that it was “not in doubt” in relation to “where these weapons were coming from” pointing the finger at Tehran.

Ukrainian foreign minister Dmytro Kuleba said he would ask Mr Zelensky to cut diplomatic ties with Tehran.
Iran has also promised to supply Russia with surface-to-surface missiles along with more drones, according to Iranian officials and diplomats.
It comes as NATO Secretary General Jens Stoltenberg said the alliance would deliver new air defence systems to Ukraine in the next few days.
They will be used to attempt to stop the attacks from drones on critical infrastructure across the country.
Kyrylo Tymoshenko, deputy head of President Zelensky’s office warned of the “critical” threat to Ukraine’s power grid and water supplies from the attacks.
He added “It’s necessary for the country to prepare for electricity, water and heating outages.”
