The USA believes Russia carried out a test of an intercontinental ballistic missile (ICBM), nicknamed Satan II, that appears to have failed – around the same time Joe Biden visited Ukraine on Monday. Russia had notified the US in advance of the launch through deconfliction lines, one official told CNN. Another insisted the test posed no risk to the US, who did not view it as an escalation. But the test of the SAMRAT missile appears to have failed, officials added. It had been successfully tested before and insiders believe Vladimir Putin would have highlighted any such success during his State of the Nation speech on Tuesday.
The Russian President failed to mention the latest launch, in which he launched several attacks and made a number of veiled threats against Ukraine and the West.
Putin had previously announced successful ICBM tests, including just weeks after Russia invades Ukraine nearly a year ago.
The Satan II missile is said to have a range in excess of 6,835 miles, and be able to carry a warhead weighing 100 tons.
However during his speech on Tuesday, Putin did formally declare Russia would be be suspending its participation in the New START nuclear arms reduction treaty with the US, ending the last remaining pact that regulates the world’s two largest nuclear arsenals.

History at a ‘turning point’ as Putin’s message ‘loses power’ after Biden speech
The US President’s fiery speech in Warsaw on Monday evening has been described as “a turning point in history”.
Mr Biden vowed to stand with US allies and Kyiv while he slammed Russian “atrocities” committed during Putin’s bloody, year-long invasion of Ukraine.
He gave the impassioned speech to an audience of hundreds waving Ukrainian, American and Polish flags.
Mykola Volkivskyi, a former advisor to Ukraine’s Parliament, was in the crowd and noted the speech, as well as Mr Biden’s visit to the capital a day prior, showed Putin’s message is wearing thin.
He told Express.co.uk: “We are at a turning point in history. Against the backdrop of the first visit to Ukraine in the last 15 years by a US President and Biden’s historic speech in Warsaw, Putin’s message to the [Russian] federal assembly is losing its power.”

Putin made clear he intends to continue with ‘special military operation’ in Ukraine – MoD
The UK Ministry of Defence has posted its latest intelligence update on Twitter, which reads: “On 21 February 2023, President Putin made his first State of the Nation speech since 2021.
“He made it clear that he intends to continue with the ‘special military operation’ in Ukraine. He characterised Western elites as having “become a symbol of total unprincipled lies” and suspended Russia from the New START treaty.
“Putin continued the bellicose tone he has adopted in speeches over the last six months but did not reveal any practical measures which might relieve Russia’s current deadlock on the battlefield.
“Putin continues to present a contradictory narrative of existential struggle, while insisting everything in Russia is fine and going to plan. This renders both messages ineffective.”
